That's generally true of all documents saved to icloud (and there aren't that many types of files that can do this). You must open the appropriate app on the device and access the file on icloud through that app.

If I try to create a Documents folder, it says that the name is already in use. If I go to the terminal, I can list all of the files in my Documents folder as expected.
