This would then feed two 200 amp panels (probably outside so I have the two service disconnects outside). POCO says we're responsible for the wire from the transformer to the meter base, that we connect it to the meter and they connect it to the transformer.

Why add all that cost, in addition, the outside wall of the residence wont look to pretty. Ever see a 400a meter base, quite hunky.
