IMO, to put it in DBZ terms, No.9 feels like the Frieza of the series. The first major villain whose conflict will change up the status quo in major ways moving forward. No. 9 does not feel like the endgame because there are far too many unanswered questions at this point, and if No.9 keeps escaping at this point, it'll just feel unsatisfying.
